They've got lights on, the strobes are very high up and they have roof windows.

depends on the era? If buzzers were common in the setting of the movie, it would only make sense to use a buzzer. Can't say that I've ever noticed a door buzzer in a movie that seemed out of place. I've never heard of this happening before, but I have heard of special education classes / groups having their own fire drills at a different time from the rest of the school... and going outside a minute before each of the actual fire drills -- their reason? students with anxiety over loud noises....
