No, not at this time. It is an anti-spam measure to prevent people from flooding the forum. If someone, for example, had a grudge against us they could use a bot script that rapidly posts topics or posts, causing a system overload and the site going down. The flood limit is designed to prevent that

Right now it is set on 180 seconds, I could understand how that could get annoying sometimes. I moved it down to 90 seconds, which should help a bit.
