Extreme forklift accident at my dad's workplace

So my dad came home from his job (storage warehouse) and he said his coworker broke the forklift by breaking the lifters that lift things then they did lockout/tagout thing to the forklift's key insert then the guy ripped off the warning signs then inserted the key then drove it all around the loading dock area and it leaked out TONS of hydraulic fluid making a fire hazard in the loading dock. My dad reported him and he is in trouble! Any thoughts on this accident?
