Does Simplex 4005 DACT dial out on both lines

Does the Simplex 4005 DACT dial both line 1 and line 2 regularly? Or will it only ever dial out on the secondary line if the primary line goes down?

The default operation for the 4005 DACT was to dial out on line 1 and to use line 2 in case of a communication failure on line 1. There are other options in the programming that can be selected if the central station or AHJ requires some other operation. UL required that the daily test alternate lines each day so both lines got tested.

Does the programming allow overriding the alternate lines for the daily test, or is that something which cannot be changed?

I took another look and I think the 4005 CCDACT may predate the alternate line test requirement. There are some options for how the automatic tests are dialed out. The default is line 1 else line 2.

The requirements for alternate line use and tests more often than every 24 hours were developed to deal with the ever changing phone technology. Back when POTS (Plain Old Telephone Service) was the standard for reporting, the hard lines had 96 hour back up power at the telephone central office. Many of the new technologies in use have only 8 hour backup power. That backup power is by batteries on poles or in remote equipment enclosures.
