I found the datasheet on the 4903-9432. It is a 4-wire appliance (separate terminals for horn and strobe) that can be sync strobe or free run strobe. The selection is made by a little switch on the front of the unit. These leave the factory set for sync operation.
I have not found information for the 4903-9236. It might have a similar feature. If it does the switch is on the back of the strobe circuit board. The strobe unit has to be pried out of the red frame. It is a PITA but it can be done. I am a little pressed for time right now so more research on the 4903-9236 will have to wait.

You can set the strobe for free run and connect it to NAC 2 of the Potter panel and set switch 13-3 to on for strobe operation. This is suppose to remove that NAC from the coding pattern.
