I found an article that talks to this topic in the beginners section, what I would like to know is if anyone can point me to the section of NFPA 72 that has the standby and alarm time frames.

If I can recall correctly:
For Standard systems the alarm time battery power is 5 Minutes. and 24 hours standby time. For voice evacuation systems it’s 15 minutes alarm, 24 hours standby.

it’s all in chapter 10 of the nfpa72, under the power supplies section (specifically the capacity of the secondary power supply).
