As the title states, I have a Simplex 4010 es Fire Control Panel that continues to throw up an alarm that I cannot figure out. I have replaced both of the main backup batteries with new ones and checked all the connections and fuses. There are two LEDs on card 1 lit up with an amber color under the green AC LED (#13C & 15A) and resetting the panel has not worked either. Any thoughts on a quick fix?
The LCD says battery charger, so it may not be the batteries, but the charger circuit itself. If it’s bad, there may not be an easy fix besides getting a new ESS board.
The manual here only really supplies knowledge of a charger fault, which we already know. battery appears to be good. It seem likely the ESS board is shot. Can you meter the battery leads without the batteries to see if there’s voltage coming off to charge, and if so how much?
I agree with @dewpoint8900, there may not be much besides replacing the ESS.

Check to see if you have voltage at the charger circuit (if my memory serves me correctly, this should be around 27 volts DC). If it’s not present or is incorrect, the 4010ES unfortunately does not have an adjustable charger, so you will need to replace the ESS.
You should be able to do this without needing a JCI service call, assuming you can source a replacement part.
Is there an additional trouble when the batteries are disconnected? A couple things I would do before condeming the board as bad.
-Disconnect the Mapnet and NAC circuit wiring and see if the trouble is still there.
-Disconnect the battery and cycle the AC power and see if the trouble returns.
