I think that the reason why Target’s don’t play music is because they want to have the television displays playing demonstration videos.

The music doesn’t have to be loud, the Walmart I’ve been to that played music, played it softly, and the televisions could be easily heard over the music.

Yep. The local Sears here plays music. The televisions can still be heard with the Sears music and even the music from the main mall area in the background.
