My vendor is having difficulty ascertaining a Trouble related to a charger fail basement node 10. He replaced a battery to no avail. What can this be ?
Usually replacing the batteries ( two 12 volt) with fresh ones clears that trouble. Try a reset or restart the system. I have never had a bad power supply on one of those controls.

That means there is a panel in the basement that has had its charger fail meaning the power supply in that panel needs to be changed out for a new one. New batteries won’t fix anything if they aren’t being charged.
Notifier NFS panels and their sister Honeywell XLS panels may show a “charger fail” prior to indicating battery trouble. Make sure the panel that he is working on is Node 10. Being a node tells me there are several control panels networked together in the system. Try disconnecting the batteries and powering the panel down. Power back up without the batteries connected. See if you get a battery trouble without the charger fail. The control panel would show a specific amplifier trouble if it is programmed to see the DVC attached to the amp.
