Concerning exit sign and emergency lighting issues

This is from a while ago, so I don’t have all the details but I wanted to share this concerning incident that took place in late December 2023. I was with my friend at our local target, and while we were there, the power went out for a few minutes. I wasn’t interested in the emergency lighting and exercise says they would be doing. As far as from the guest areas, only one exit sign was operational. It appears to be a recently replaced new Lathonia. I did manage to take a video of it and I will try to share the link below, but I added some screenshots below showing complete darkness where exit signs were. Also, when the power came back on, the horn strobes activated momentarily, as well as the security siren. I would bet the batteries are dead in both the fire alarm and alarm panel.

This has to be several code violations? Right?
I emailed my local fire inspector about it in 2023 and never heard back.

Yeah, that’s definitely concerning. I feel like emergency lighting is neglected way too often. I’ve seen MANY places in my area where either the emergency lights are really old and broken, or they are new and they forgot to plug in the battery during installation.
