Yeah, but that’s likely why that sign is there: to make sure that anybody who comes near that area knows not to block the manual station (even if it’s not blocked at present).
I’ve seen some crazy stuff. Like, some people aren’t going to let a pesky strobe or pull station get in the way of where they want to put their shelving…

In a similar fashion I once found a fire extinguisher cabinet who’s door was not only blocked by a shelf from the way both were mounted, but it didn’t even have an extinguisher in it!
