It sounds like Gamewell/FCI/Gamewell-FCI voice evac.
According to a message database I maintain the voice panel might be a Potter PVE (not sure where I read this but yeah).
The software used to program those panels used some Gamewell-FCI Voice Messages (and older Simplex ones too!).
The message in the video is “Female Evac 6.wav”, but they added the “Do not use the elevators.” part from “Female Evac 3.wav”
