GE concord 4 can’t get into programming

I can’t get into programming on my concord 4. It keeps doing this:

It might be locked out of program mode

The system is brand new, so I don’t think the system is locked out. After doing some research online, people say that you need a special programming keypad or something. Is that true? If it is true, I’ll just get one from eBay because I found one on eBay.

That keypad is a FTP which can not get you in to programming, you can do 8+ installer code+ 03 which will get you in to quick programming
