I have this Simplex 4040 with a flush mount plate which has this logo on it. Is this a federal signal logo?

I think Federal Signal may have been the original makers of those. The Simplex ones were just rebrands.
That’s the logo they used until 1976.
According to Logopedia they used that logo from 1901 to 1971, but there was also another very short-lived logo that Federal Signal used from 1971 to 1975. Have a look:

Must be rare, I have never seen it on a outdoor warning siren. Either way they discontinued the civil defense sirens in the 90s & 2000s so it wouldn’t matter if they used it or just used the original CD logo.
Federal signal was originally called fedelcode (federal electric company) so they probably made a lot of stuff throughout the 1900s- the present.
Considering it was only in use for 4 years, yeah, it’s rare alright. There might very well be at least one Federal Signal product (including a siren) out there with it though.
Sort of: US Civil Defense was replaced by FEMA in 1979, but Federal Signal continues to make outdoor warning sirens (which are used for more than just warning of military attack nowdays) to this very day.

True, Here are the sirens they make to this day:
(Before this they had the EOWS series which ran on the opposite controller known as a SiraTone, They made that series until like 2006 and they replaced it with the DSAs & Modulators)
They also still make the Model 2. Albeit, it isn’t as common compared to their other options.
The Model 2 is an Oldie. They made those since the 1920s.
