I think they were doing a test at that time, although it’s quite rare to hear the Simplex 4100U whoop sound in short code 3 tones.
Do you know how they get it to do code 3?
First time I’ve seen a Simplex system have the code 3 whoops but it’s possible to have it be a custom edit of the existing tone.

As far as I can tell it’s just a voice-capable Simplex system that just so happens to have a unique temporal whoop tone (never heard another one like it actually).
Speaker output through a coding relay, perhaps?
Probably an AHJ requring Code 3 in a whoop pattern, or on-site choice. Whatever it is, I love this tone!
That’s actually the temporal whoop tone that a Simplex 4003 voice panel makes.
Newageserveralarm did a video showing all of the 4003 tones and messages and a code 3 whoop was one of them.
