Old Civil Defense Survival Supplies Barrel

I saw this in the garage of someone I know. Does anyone know how old it may be or what could have originally been in it? Sorry it’s not the best picture.

I would assume it was used to hold water. I saw one used as a trash can of some sort by a building. They are very old, and were used during the shelter era. They would stockpile food and water for civilians to survive in shelters from the radioactive fallout from an atomic bomb.
