For most panels you need a software license to create/open panel configurations, 4007ES is the only panel that can be programmed without a license, if you can find the programmer on the internet. Be mindful that it needs to match the ES revision that you have in the panel otherwise you risk having a really bad day as these panels are not as forgiving as his bigger brothers for configuration mismatches.
