That store has three Simplex TrueAlerts in it, one on the wall by the entrance, one on the wall in the middle of the store and one on the wall at the other end? Why three? Surely one would do.

I’m just saying that it is a small store. It is smaller than the size of a typical classroom at a school. Perhaps having a second horn/strobe in the store is useful for spare, in case one of the horn/strobes malfunctions, the other horn/strobe will be going off, but why three?
Since every building, locality, and AHJ is different, it’s impossible to say for sure without knowing all of the variables that went into designing the system. We can probably assume that three horn/strobes were required or else they wouldn’t have put up the extra cost.
It’s possible that a store with multiple partitions previously occupied that space and the system was designed around it, then the current store moved in and opened up the whole area.
This probably all relates to visual coverage of the strobes. It could also relate to the initial plan on how the store was going to be setup, or what audio they planned to blast through the store. Probably the least likely factor considered is “failure” this is why we test systems.
All these things are taken into consideration by the person who installs the devices. You can always have to little, not to many.
