Since every building, locality, and AHJ is different, it’s impossible to say for sure without knowing all of the variables that went into designing the system. We can probably assume that three horn/strobes were required or else they wouldn’t have put up the extra cost.
It’s possible that a store with multiple partitions previously occupied that space and the system was designed around it, then the current store moved in and opened up the whole area.
