Strobe issues.

Some people who are deaf, or who are older may not see a strobe going off, especially in a building like Walmart, where the strobes are higher, so that is another problem. If you are in a building, unless the lights are off, and the strobes are high candela, there is no way the average person will notice them going off unless they are staring at it all of the time.

The strobes are installed so that the flash is noticeable even when not looking directly at the source.
