Teachers putting tape over loud NAs.

I have seen in schools where teachers have put tape over the holes on loud fire alarm NAs in classrooms to reduce the noise. Is this illegal?

Not at all legal. Modifying the device in any way prevents it from operating the way it’s supposed to. This includes tape dampening the sound or obstructing the light. It’s set and engineered for that space.
