weird 7002t setup

Today I went to an Elementary school and saw this setup:
A Wheelock 7002T mounted on a Double-gang backbox, which was mounted on a Simplex 4037 Flushmount plate.

Mounted 6 inches to the left.

This setup was on the older wing of the building, which was built in '64.
The newer wing added in '90 had just 7002Ts.

If anyone has any info regarding this setup please let me know

The 7002T’s were probably added as a renovation, and the bells were likely never removed.

Case in point: a local high school here built in the '60s has a 7100 system with NS’s and MS-7s as a result of the renovation, but the 6" Simplex bells still remain, but not active.
