Well, that school might have had a horn/strobe system previously, & then when it was upgraded to be voice-capable they put in a separate voice panel to accomodate for the fact that that particular EST3 wasn’t made with voice in mind (though why they didn’t go with an Edwards voice panel to match the EST3 I have no idea).
Edwards did rebrand EVAX panels at one point.

Yeah that honestly makes sense, if the EST 3 was installed originally without voice evac, it would be easier to just add a separate panel than to upgrade the panel fully
My School used to have a simplex 4207 or 4208 system. 20 AC 4040 horns, 6VAC with flush mount grills and presumably T bar pulls. Now absolutely none of it remains except some of the grills being left, but all horns are removed except one in the kitchen that was taken out of its original location, and mounted 5 feet away on the wall as a doorbell (possibly doorbell). It was replaced on an unknown year with a gamewell system that consisted of Century pulls, Wheelock AS horns and RSS strobe units. All have gamewell stickers. And also a few newer Wheelock HSR horns exists, as well as one system sensor and a space age something. The school was built in 1970.
4208 and 4207 are different

they might’ve also had a 4247 system as is the case with my high school, which was built two years after yours. The 4240s and 4207/8s had a production overlap in the early 70s
the gentex speaker strobes were probably installed around the time the system was, considering the gentex speakers are in a building built in 2007.
Perhaps, but the fact that this particular EST3 was not made with voice components points to the system later being made voice after having been initially installed as non-voice (which does happen sometimes).
I believe 4247 is just the voice evac version
I don’t know a whole lot about Simplex’s early FACPs, but if I had to guess the 4247 is too old to support voice as it wasn’t really a thing back then & it’s a very simple panel.
Bruh, the 4247 was one of the last all-mechanical FACP’s; they never had voice-evac capabilities–that all went to the 2001

New school, different system!
Unlike my previous schools that had honeywell esser, this one has a Siemens sinteso system (desigo for the european market). System consists of FDOT221, FDOOT221, and FDO221 multi sensor and smoke detectors around the school (US counterparts are FDOOT441, FDOT441, and FDO441). Call points are FDM223 “german-style” units and sometimes KAC worldseries conventional call points tied to a siemens monitor for smoke vent. Sounders are FDS221-R in most areas, few FDS229-R sounder strobes and Eaton Roshni Rolp-LX sounders on a strobe plate outside. Each large building has its own network and the security post has a siemens FT-2010 annunciator.
