No, it’s in a room that usually locked.

The panel is unlocked. Even if it was locked, there are keys in the pull station right next to the panel.
Still someone could open it and unknowingly shock themselves (like an employee trying to reset the panel).
Also how did you get in that room?

I saw two code violations today at a auditorium bathroom I saw a system sensor Lseries HORN strobe hanging from the wires
