My Dad found this very Unusual looking Speaker Strobe in a system along with White Integrity Speaker Strobes. Any Idea what this is?

I’m not entirely sure what model of speaker that is, but the strobe on it is likely a Federal Signal/CPG Signal V1971 (most don’t look like that but both kinds apparently share the same model number for some reason). It’s a very unusual & very rare device indeed (ditto for the speaker too if I’m not mistaken).
