It’s a federal signal of some kind. I think it’s a federal signal VASS strobe. The horn I know is Federal Signal.

That almost looks like a Faraday 2600 series speaker (aka the Cerberus Pyrotronics SM/SL/SH) with a Federal Signal strobe added on top, but it is hard to tell from this angle.

Poor adaptahorn 
This was actually spotted inside my school but it’s not in use anymore, as the old alarms are now replaced with new alarms.
Now THAT is something that would confuse URBEX people lol
