Section 14.7.2.2 of NFPA 101 allows schools to replace up to four of the required fire drills with AHJ-approved training/practice programs, provided that at least four regular fire drills are conducted first; this is presumably intended for schools in harsher climates in the winter months. Depending on what months the school is in session and the applicable codes, this might actually be code compliant.
Section 14.7.2.3 of NFPA 101 requires one fire drill per month and one additional fire drill during the first 30 days of the school year (not sure why). This sounds like strict NFPA 101 compliance to me.
