If those wires to the strobe are still connected, it could still potentially work. I’d like to see that. 
All jokes aside, that should definitely be replaced. I can’t imagine how exactly that happened. None of the schools in my district that were built before the 90’s have any wire guards over the alarms in the gyms, with most of the alarms being behind a basketball hoop, and yet none have ever been damaged.

Why are there 2 alarms next to each other?
The strobe on the wall is a Truealert strobe which is the same as the 4903 strobe
The strobe is probably fine as well as the horn. Different story for the shell though
