Yes - a road tunnel in New Jersey.
I’m guessing it’s one of those hazardous area Wheelock signals, then.
Further research shows the horn to be a DB1 from Wheelock. The strobe might be of the XB12 series.
You can even make out what looks to be the old Wheelock logo in the lower right-hand corner.
