They do it a lot on their MXL panels.
That’s technically different since the MXL-V’s DMC-1 message card is unique in that you piece together individual words to form a message (though there was no DMC-1 or MXL-V prior to 1998: MXLs made & installed between 1992 & 1997 were also installed with Cerberus Pyrotronics-rebranded Wheelock VoiceLink DV-100s instead, however the VoiceLink series supposedly pieces together words to make a message just as the DMC-1 does).

It all depends if you’re talking about 1992-1997 MXLs or 1998-2013 MXL-Vs: both use different methods of voice. 1992-1997 MXLs use separate Cerberus Pyrotronics-rebranded Wheelock VoiceLink DV-100 voice panels, while 1998-2013 MXL-Vs use a “DMC-1” tone/message card that’s an add-on for the MXL-V itself. In either case both would require you to gain access to the chip memory somehow as that’s the only place the sound files are.

I don’t know about the others but the English message sounds a great deal like a TTS voice to me (specifically one of the female TTS voices you can find in Wrapper: Offline): from what I’ve seen Japanese voice systems have messages that are voiced by actual human voice actors, thus what you’ve found may not be legit.
Does anybody happen to have files for the Simplex 4003EC? I make a lot of custom combination voice evac message, and some 4003EC messages would really help me out. I already have messages and tones from the 4100 “Classic”/4100+ and the older 4003 (1992, non-EC). If anybody has some files, those would be greatly appreciated. Thanks!
As of now there are only a few recordings of the 4003EC, most of which are not that good (heck so far we only know what the fire alarm message sounds like, if it even has other messages besides it).

That’s another brand where not many if any of the messages are available raw file-wise, but there are quite a few recordings of them. The type of message you’re talking about is the kind that would be heard on a system with an MXL-V (specifically one with a DMC-1 tone/message module): here are the DMC-1 messages without the “Do not use the elevators” part that I know of:

As I said, they’re very hard if not impossible to come by.
Well, that’s just unfortunate since now there is no way to get the raw Siemens message files, maybe someone will give them out on here someday like @LSPDFRIA did almost one year ago, and perhaps messages from other brands such as Simplex and Potter.

Are you referring to the semi-long 920hz tone that sounds before the message on some MXL-V systems?
I don’t know, I just need the pre announce tone when you use the mic on the MXLV panels.
Oh, that one: you should have been more specific. I don’t know of any recording of that tone (if the MXL-V even has one to begin with).
